HOA Nut House

I'm wondering if anyone here can offer some legal advice as to what an HOA can or cannot do in Palm Beach County, FL.

I rent a condo from a private landlord in San Matera, Palm, Beach Gardens, FL.

I have never paid my rent late, not even by a day. However, like many homeowners sick of the out of control price drops in homes in the USA, Im guessing my landlord has recently decided to foreclose or modify his loan, b/c he has stopped paying his HOA fees. In any event, a new rule that has recently been established by the utterly corrupt HOA here, is that you have to have a parking pass to have a car here. Fine. Their intent was to "deport" anyone living here without going through their background check process. (Which I did, and was approved by the board to live here) - So now that my landlord has stopped paying his HOA fees, they are refusing to give me (tenant) a parking pass... BUT WAIT, THERE'S MORE!... Here's where it gets good...

They put stickers all over my window saying they are going to tow my cars! Yet they will not give me a parking pass! When I called them to discuss this, they said they will not approve a parking pass because I refused to pay a $100 fine for working out in the community gym, 5 minutes past 12:00 am (their cutoff time for anyone to workout is 12:00 AM) Can you say extortion?

So I guess here are my questions:

Can an HOA enforce a monetary fine for being in a gym, that the HOA fees pay for? (The gym used to be 24 hours, but they have recently (within the last year) - and my guess is simply to give out fines... some people work during the day, and cannot workout until late... what is the point of closing the gym at 12:00AM?)

Do they have any legal right to tow a car, when I was approved to live here by the HOA board itself, 15 months ago?
