Forming an HOA

Hi folks. New to your site and thank you for reading my first post.

Our small group of homeowners in rural N.Carolina have lived happily without a formal HOA, just an informal one collecting $100 a year from homeowners to maintain a low water bridge, gravel roads and other minor repairs.

Today the self appointed president announced to me that she is working with a lawyer to create an HOA that is "formal", whatever that will entail I'm not sure. Frankly we aren't interested and wonder if this can be forced upon us?
