Help me I suspect my HOA is committing fraud.

I live at 1342 W Emerald Ave Mesa, villa mesa 11

I have talked to some neighbors and we suspect that our HOA is
committing
fraud. They refuse to do an audit, and have not done one in 8 years.
The
President Penny Stone is very suspicious and quiet on what our $185
dollar
monthly fee is being spent on. She says it only for the Executive Board
to
know. She also had rocks and plants purchased from her own company to
put
in our complex. We have also gone through 6 management companies for
unknown reasons. They charge outrageous fines.

Dustin Snow is the person in charge of our HOA management company

Horizon Management or Snow Property Management

Please look into this. Can anyone help?

Audits have been done at

Audits have been done at Villas Mesa II on 2006 and 2007 and 2008's is in the works. HOA Fees are 128.00. Come to a monthly meeting and you'll see for yourself that management and the Board are spending money wisely. Snow Property Services has been there for over two years and their fees are lower that the past 4 companies. This Board has done a lot and the place looks great. Get the facts straight before you go shooting off at the mouth.


Looking at the financial

Looking at the financial statements over the last several years I would suspect that they have not been audited especially since the compiled/audited financials are not provided with the Annual Report to the ACC. There is some quirks that aren't easily explained. In 2006 in appears the HOA spent $50K more than it took in. In 2002 the financials look highly suspicious to the point that I would say are completely false. How do so many expense items come out to such even amount. The board has gone through 6 management companies in the past 8 to 10 years which is when most of the current board took control. My guess is that if there is anything funny going on it is not the management company but is the board since it has been the same board but not the same management company.
