HOA Nut House

I live in a great condo but my building was the only one not properly outfitted for noise between floors. It's be three years of talking and pleading with my neighbor to be just a little gentler when he walks or entertains guest. Unfortunately, the bed in the master bedroom is broke and makes the worst noise ever. His sexual preferance makes his sexual encounters more overt and disruptive (day and night). My concern is with his character, I am tactful but he seems not to care that we can hear him. Other neighbors have seen him talking to himself, he carries on sexually even when he is clearly by hiimself, and I know that he is extremely figety at night sleeping only for 2 to 3 hours at a time. Please, this is not about sexual preferance ONLY how to preserve peace, dignity, and privacy in a civil manner.

Can anyone give me some advice? How can I get this gentleman to change out that damn bed?
The HOA has already sent him a note to mind the noise, but he has not received it yet. Violation notices and fines will eventually follow, at that point, I may not be able to preserve the peace - I am truly concern.
