Neighbor Fights Homeowners Association

Douglas County, NE- Debbie Loper called Speedbusters when she couldn't get her Homeowners Association to take action and slow down cars in her neighborhood.

Debbie lives in Huntington Park, a Sanitation Improvement District in Douglas County, just north of Blondo. Her speeding problem is on 160th street, where the posted speed limit is 25 miles per hour, but cars regularly speed through. She hopes a speed bump or other traffic calming device can be installed there, but so far she's had no luck.

One of the things that upsets Debbie most is the fact that many of the people who speed in her neighborhood live in the Huntington Park SID. "I can't even put into words how angry I get about it", she says, "our homeowners association even followed a few people home to ask them to slow down and they were threatened."

Using the Speedbusters radar gun, we timed several drivers going more than 10 miles per hour over the 25 mile per hour speed limit. Debbie is at her wits end and is worried about the many kids who live in the neighborhood and walk to a nearby park, "haven't heard a lot of solutions except for calling the Sheriff's Department but I've heard a lot of excuses why nothing can be done through here."

The Homeowners Association has put out pleas for drivers to slow down in its newsletter, but Debbie says more needs to be done. She says the Association is resistant to installing speed bumps because of appearance, "I've heard we can't put in speed bumps because it doesn't go into the aesthetic of the neighborhood.. but I don't think the bodies of dead children are going to go with the aesthetic of the neighborhood ... that's the way I feel about that."

Debbie's running out of options. Without the support and consent of the HOA, the City of Omaha won't install a speed bump or any other traffic calming device.

We tried to contact the Huntington Park Homeowners Association to get its side of the story, but representatives did not return our phone calls or e-mail.
